Do you know or did you not realize that minors that are addicted to gambling can easily turn to stealing as a means of raising funds to fuel their gambling activities? those minors can start by stealing from their parents, siblings, relations etc, if not checked and when they can no longer steal from their parents, the move on to stealing from their fellow students in school and just about anywhere they find an opportunity to steal, just to keep satisfying their gambling urge.

Gambling addiction for minors is just as the same as drug addiction, gambling addiction can even be worse if time is not taking.  Gambling addiction can turn a minor into a habit of stealing which is another addiction that most people find it difficult to leave which can end one into jail or death.  Gambling is not advisable for minor because minors don't work,  they only depend money from parents and guardians and when this money is not coming from where they are supposed to get it, the next plan they would have in mind to get is by stealing.

You are right that age is not the best indicator for maturity, but at the same time it is not as if we can test every single person in a country periodically to test their levels of maturity, so we have to make do with imperfect tools, and in this case using the age of a person to determine their maturity is the best we can do, after all even if the personality of a person is not mature yet, their brain is in fact way more mature at that age than at earlier stages of their development, meaning that if a person is immature at that age then most likely this is going to continue even when they reach adulthood.

The truth is that the legal age to start playing gambling is from 18 upward but so many people even started to play gambling even in their minor age.  The government and gambling companies are not very serious if people are really playing gambling at the age at which they are supposed to play. I think this kind of gambling is quite different from the one that needed age restriction like going to a casino or lottery shop to bet on matches or play games when there is certain restrictions for adolescents. Normally when we were younger, we do make bets even with the unreasonable things that we might not have understanding about. I recently watched an interview with an avid gambler schoolboy who is a former football player. He got carried away with betting, refused to train.
