It seems that such cases have occurred very much in several countries and yes, I also will not blame the child because I think everything returns to their parents who are negligent or unable to limit / supervise the activities of their children. I think it is impossible for parents to monitor their children's activities every 24 hours, so they have to educate their children to limit the use of smartphones so they don't do adult activities and gambling networks, maybe there is an application to record activity history which must be hidden and parents must regularly check the history their smartphone every week, they know the history on the browser can be deleted but they check the activity history on the activity recording application which has been hidden.

Before a kid will think of doing something of such, they must have definitely seen of have come across it some where probably with their parents or some one who's around them, so sometimes it's not just enough to provide your kids with everything but to Also keep eyes on them to know what they are exposed to.

As parents it's not good to grant access to our kids in everything, sometimes we denie theme this privilege for their own good even if it doesn't look like it in the short term but later it will be for their own good. Certain habits like gambling shouldn't be practiced in the presence of these kids because we wouldn't know how well they will handle it in our absences, so to prevent them from been exposed to such we have to not practice it in their presence.
