If you have your seed phrase, you can restore it with 2fa code requirement disabled by selecting the said option during restore.

Also with that, the created wallet will contain two of the required keys to "

output point) in variety of ways like blockexplorers, or simply through Bitcoin Core by importing those addresses to load the transactions.
Then, it's just a matter of creating a transaction in Bitcoin Core and sign it with that restored Electrum wallet.
