There is a small fee for the "opt-in", and it does seem like a loan until they get the funds from your bank, but this should make it faster and/or easier to fund your gox account.
Instant is a new opt-in feature that provides you access to cash immediately. How to use Instant
Login to your Dwolla account online.
Click Add/Remove Features.
Turn on the instant feature.
Once enabled, go to “Deposit Money”. You can now select Instant as a funding source. Money is now instantly available.

I went into my dwolla account, and it says "Due to an overwhelming response, we are granting access to this feature as our system scales to accommodate our growing userbase. If you would like us to notify you when it is available for your account, blah blah."
