I think you misunderstood him, your clarification is cool but he never said NOTOKYC is a casino, although he talked about "casinos mentioned here" but didn't imply that he's referring to this platform as one, he meant the Casinos reviewed in the site that's why he mentioned Betpanda. If the money is not going to be used for gambling, then why leave it there?

I do not understand why someone will take the risk of keeping or storing  that large sum of money in casino balance. What if something bad(like hacks) happens then it automatically means loosing all your money. Some gamblers should think keeping such amount in a casino balance isn't safe. Withdrawing money from the casino wallet to an external wallet won’t stop a gambling addict from playing when he shouldn’t. He will simply redeposit the funds any time he wants, as long as he has control over the external wallet, of course. So that's not the main reason why it's not recommended to keep your money in casino wallets for too long.
The second reason you mentioned (security and safety resons) is the main one, though.
