High taxation is the key so I think it's just practical, not non-ethical.

I think other countries prohibit the use of gambling because of either their traditional beliefs or religion. For example, Muslim countries, they believe gambling is "haram" so they forbid Muslims to gamble.
If something can destroy a family or he will lose his wealth due to gambling then it's haram. Buddhism also teaches to avoid this kind of game where money is included, the reason is that it can lead to addiction.
But, there are countries that use the gambling industry to boost their tourism, and Morocco has done that which I think worked pretty well for them. Ethical or not, if it's for their countrymen to have a better life in their own country then I guess it should be fine.

Not all are like that, sometimes countries that prohibit gambling respect, for example, religion and culture, so maybe there are reasons like that, for example, in my country, a Muslim-majority country, there are no legal casinos, even football sponsors in my country don't accept anything that supports it. gambling as a sponsor of a football club because they fully consider gambling to be illegal.

Yes, and the thing is that this government allows it making their population bet on it and we don't know if it is real or also being rigged themselves. So it's always a double sword standard here, if the government sees that they can profit from gambling then they will allow it.

Well that's exactly right, many people have their own reasons why they get into gambling, but in my opinion what makes more sense is the one you mentioned, the average gambling offender is from those who are not financially well (poor) who are very encouraged to gamble, they see this as a solution for them to improve their finances with some winnings, are you sure that's for sure?
