Gamblers must have luck but they don't knows when they will gets their luck. If they still playing gambling without stops, they just risks their money in the gambling and they will have a big chance for them loses their money.

I agree. And I think that before each registration at an online casino, a sign with the inscription should appear on the gambler's screen for a few seconds:
"You have to understand that thousands of players lose their money in casinos. This is not a place to earn money. They only play here for the sake of good emotions."
I know that the governments of different countries are quite capable of forcing all casinos in the country to show such a sign. So even those casinos that are not registered in a certain country can receive an ultimatum: or warn players with such an inscription as above. Or stop providing their services (be closed).
