I think you are misinterpreting cash out here. I think cah out is when you see that the possibility of winning your stake game is low and you are given certain amount either above or below your stake money. Closing such game with whatever given is what is referred to as cash out.

If I won a big win then I bet more in hope of winning more but I bet after committing that if I lost 10% of the winnings then anything would happen I will stop and withdraw the amount.

Something which can help is to always think that by following your rules, you can play for longer on long run, while when not respecting your own rules, you will most likely end making a huge mess with your money, what will prevent you from gambling futurely, because you won't have money to do so, besides developing an addictive behavior.

You should really set limits on the time that you do play or before you have make out bets that if in case you do able to hit up a particular winning then you would be simply going to stop and call it a day but we know that not all people would really be that sensible on what they are doing but rather they would really be focusing more on how to make money money or winning and this what makes them
even more greedy which it is really that bad for someone who do really get involved when it comes to gambling. Cash out if you do saw that you are really making money and play further if you do really still want to play and enjoy on doing gambling but in most cases on which gamblers would really be continuing until they would be busting all of their account balance.

That's great, I often hear statements like that from gamblers especially my friends, they say "if there's any winnings I should go home and buy something" and not long afterwards after the session ends they also say "if only I had withdrawn it earlier", those are two statements that are quite boring to hear. So the bottom line in my opinion is that it's a matter of overthinking the gambling point of view, their intention is to make money so they go overboard.
