I would imagine that at minimum a few millions of dollars are needed to create your own casino as not only the expenses are huge but the need for capital is also very high, as a casino needs to have money to pay their clients in the case they win, and if the capital they destined towards this was too small they will have to either offer very low maximum limits to their clients or increase their risk of bankruptcy above zero, and neither of those two options seem appealing to me.
