Everyone who gambles has a budget or limit to his expenses on gambling, once you breakout of that threshold, it becomes a problem.
The challenge is that loads of people have no idea that they have a budget, simply because you have $1000 in your bank account doesn't mean that the allowable amount for gambling is $1000.
