Perhaps newbs could have plain, unannoying ones, middle ranks could have gifs, and heroes can be as annoying as they like.

If anyone has gifs it should be hero members, not sr. And they should be approved before they are added.

So the higher rank you are, the more annoying you may be? What about just No avatars for new members, Predefined avatars for "middle ranked" members, and custom avatars for above average or higher ranked members.And please, no gifs. I'd rather not have 1. Slower page loads, and 2. Annoying gifs. In my opinion, in order to maintain moderation and addition of avatars, people uploading avatars should be able to add avatars to the "middle ranked" predefined avatars upon their own upload. It would be a checkbox sort-to-speak. If the avatar is approved (Wouldn't be hard to complete, assign a well-known community member to it), the avatar will be placed in the group for middle members to higher up members to use .. "middle ranked". With the above solution, changing avatars for middle members to somewhat unique avatars will be available, but the motivation to get a custom avatar will still be there.

If we're very anti-gif, how about only Activity: 750 gets rewarded with a vetted gif?

Actually my avatar is a gif, but I'm also against this request. I don't really think we need shiny features on a Bitcoin forum. Stability and security is more important. Basic avatars would be good for new members though, for easier recognization.

What could be so dangerous in allowing users to upload ONLY a static jpeg image of bounded size?
It would be fine (good, even) to limit replacement of the avatar to once every 6 months or more, except by admin intervention and for non-vanity reasons.
The value of avatars is that readers can recognize the posters without having to read and memorize their usernames. This value is negated if users keep changing their avatars.

Academic interest in bitcoin only. Not owner, not trader, very skeptical of its longterm success.

Some older users have gif avatars. When I uploaded mine it turned to .png, I don't know why but I don't really care.

EDIT: I mean the visibility of the animated gifs should be configurable by the admins and it shouldn't be an issue for it to be configurable.

Avatars shouldn't even be a priority, avatars are not what makes a forum good or better yet secure. We need to focus on other issues like security, ease of access and organisation of the forum. I don't think gifs should be allowed as that would become annoying very quickly just as images in signatures shouldn't be allowed.

I don't believe this is about priority. I'd hope Avatars are not a huge priority within the forum. This is more about discussing for final release. I agree, no Gifs. I don't know about images though. If there is a way to allow only icons within signatures of a certain size, I wouldn't mind that. More-or-less like custom emoticons / custom icons within signatures. As long as they are kept to a logical size (Maybe 25x25), I would actually enjoy the use of them.

I would agree with no gifs either in your avatar or your signature. Just a simple png is enough ( for your avatar and not your signature). It would make it very tiring. At least if they enable it in the new software, it would be best to give an option to users to disable avatars/signatures.
