Why not? There can be responsibility with handling money and also while participating in activity like gambling, as long as it does not interfere with our daily life and does not affect our finances then I would say it could qualify as responsible gambling. There are better examples of habits or activities which cannot be deemed to be responsible in any way shape or form, for example, while we can say it is possible for someone to gamble responsibly or drink alcohol responsibly, there is no way for anyone to smoke or consume cocaine responsibly, since those things/substances which can cause illnes and the detriment of one's health even with a first single consumption.

It's because of that uncertainty is why you need to be a responsible gambler, if you get wrecked its because of the way you gamble, if you are making $100 every week and you have your own responsibility, a wife and children, and you risk $90 on gambling, this makes you a irresponsible gambler.
