Meaning, if they only gave a smaller amount and a car, then it’s true that the person really did win a large amount. But it’s possible that whoever gave them the smaller amount

I find this as interesting story. I know that Lottery is monitored by an independant entity controlled and supervised by the legal authorities. Who are you talking about gave the winner smaller amount compared to the big sum he won and why the winner didn't report the issue to the authorities? Did he really accept a small share of his winnings and keep silent? I read your post multiple times so i don't think I'm missing details in your story. Maybe in some developing countries they can do that but in USA or most G7 countries the full payout is given to the winner. Some countries like Canada doesn't have taxes on winnings and other countries like USA, the winnings are taxed.

OK fair point. But the thing is that we are talking about those who are poor. And again, we can go on the premise that this people wanted to get out of their misery and thinking that the only way out is thru gambling or betting on the lottery.
