Yes, it's true that gambling is never a stable source of income, since it's outcome is not always known before hand, but I think from the story O.P gave was that the person wasn't initially depending on gambling as a source to buy a new bus, but the winning of the jackpot came unexpectedly, and as such he quickly grabbed the opportunity, using the funds to solve his most important need which happens to be the bus he needed for his transport business.
