Talking about age 18, yes that is the age limit for gambling that most of the countries who did not prohibit gambling use to specify gambling age and so any body on that age 18 above has the right to gamble in that country. Aside that, the point therefore is that when you are gambling under some substance or influence of drug or alcohol, you can make more grievous mistakes than if you were not under those influence. Agreed that gambling is more of luck but you also have to attract the luck. I have seen many cases with my own eyes where my gambling friend, who was unconscious due to the influence of alcohol or drugs, tried to play a dice game with a 2.00x multiplier with one bet, risking all his money, but he was angry and annoyed when he lost when he saw the number below 2.00 and in the end he threw his cell phone onto the table shouting incoherently and angrily at the people around him with harsh words, it is really not recommended to gamble with unconscious influences because it makes him even more irresponsible when gambling.
