What I know is that he is probably trying to avoid withdrawal fees for that amount he is trying to exchange. I believe he wants the assets in an external address and not his exchange account.

If you do not want to complete KYC, options of finding a suitable CEX will be limited, especially if you want to make exchange of more than 10K USD.
for small amounts (less than 1k) instant exchanges give you a better rate.

The figures on that site are not accurate though, since fees keep changing  from time to time. It seems they haven't updated yet. Also, instant exchanges like stealthex and fixed float whose fees seem to the cheapest need some commission of (0.5 to 1%) on top of transaction fees and exchange rate. Which can not be just $3 if one is exchanging large amounts.

xchange.cx is a new platform and there are alternatives to it.
