You can now use http://spendbitcoins.com to exchange your bitcoins for PayPal USD and then shop anywhere PayPal is accepted (or just transfer the money to your bank account).

We are now funding these transactions from a bank account rather than a credit card, so depending on the type of PayPal account you have, these transactions can be FEE FREE!

But not because of this. Your PayPal account is still used in the transaction as we send a PayPal payment to you & you use that to purchase online. Sad

Keep in mind I think Paypal is reporting earnings now to the IRS (I don't remember the source of the info). This will look like an unreported income (if you don't report it).  If you reported your earnings in bitcoins, then you may be able to discount this as already reported income. (IANAA)

I don't, however, think this is too much of a worry unless you spend a large amount per year this way. But I'm certainly not an accountant, so take what I say with a grain of salt.

How long does it take to transfer bitcoins to paypal through this service?

It takes a maximum of 12 hours as I am on Australian time and orders are processed manually at this time (in other words it takes a long time if I've just gone to sleep when you place your order, but otherwise it's generally pretty quick).
