Well, this is someone on personal approach on things because there are ones who dont really like with those kind of conditions and thats why they've decided to hide themselves.

Gambling isnt really that bad and if you dont really like on being the talk in the town then make yourself that responsible. Some people do hide themselves on their own family members on which
there would really be that kind of discrimination or would really be  that scolded on why you do gamble because its such a waste of money. Its normal but there are people who
doesnt really like on such condition and this is why they do hide themselves.

I believe also that hiding to gamble is also a measure to drag attention because people will always try every possible means to know why you are in a hidden place and what you are doing there at the odds hours and the reasons behind your hideout, so i suggest that disguising to gamble is not the best option because it makes people see you in different ways and invariably might call you different sorts of names.

For what ulterior motive would they want to stay away from people while they are gambling? I guess they are not just in a hideout because they want to attract attention to themselves, they actually have an ulterior motive for staying there to gamble, it  could be that they also doing drugs there too or something else. If gambling is legal in your country, they don't have any reason to hide from anybody or the government because no body will attack them for gambling. It can be understandable if gambling is banned in your country but since it's not, I guess they had an ulterior motive of always hiding.
