The Spanish (and also the Portuguese in Brazil and the British in the US) succeeded in their crude method of bio-terrorism because their enemies (the native americans) had no immunity to Smallpox (most of the time they used corpses infected with it, although rarely they used those with Plague and Measles). It was extremely successful. Depending on the tribe, it wiped out 90% to 99% of the total population. The remainder was too sick to fight and could be cut down without much effort.
