I don't see any offer from coinmarketcap that they will ask a payment to prioritize your list even me is confuse from what they offer above but the only sure that I understand listing cost are free on both Coinmarketcap and Coingecko the packages they offer is just a extra services.
CMC changed some of their policies on this.
From what I can tell from the article. It appears only projects who has gained enough community interest will be free of charge otherwise the team has to resort to paid listing. 🤔
We will continue to closely monitor market trends and prioritize listings/requests that have strong industry interest/traction for free to ensure that our data is as (verifiably) accurate and comprehensive as possible.
While our automated system does much of the heavy-lifting, we still receive thousands of requests for listings and page updates, resulting in a sizable backlog. For these reasons, we now offer a tiered fee model for those who want us to quickly process non-automated updates.
Let's say a project hasn't gained enough traction yet nor does its team want to pay for listing packages, it will continuously be placed in the backlog as there will always be entries ahead [which have met either prerequisites] of them knowing how popular CMC is.
That is good to know. Wish CMC was more clearer on procedure.
I talked with a friend who is lead on one of these coin projects and they got listed on CMC. I asked for procedure and here is what he said.

Yah we got listed pretty fast by going through CMC directly.
We submitted full application here. Click on first link for coin listing. [New Listing] Add cryptoasset and fill out as many fields as you can and submit screenshots of your socials and website at the bottom of form. Most important part is using email address that has same domain as your project. Example:
support@yourproject.com so you guys will need to set that up if you haven't already. Also in form they ask for team members names you can just give them twit usernames of team. No real names or real info needed.

Take this application number and tweet it from official project account on X right away. Just put something like "CMC application submitted - 77777" with your application number in the tweet.
They will do verification checks on your project. This took four days, maybe because we submitted on a Friday instead of Monday. Then they sent us another email with an agreement form. We had to agree to the listing terms.
On following day, they sent us invoice to submit payment for fast track listing. At this point, you can either pay the invoice $5k to be listed within 24h, or not pay and just wait for them to do it for free.
Day 1 - application submitted
Day 1 - receive two emails from CMC
Day 4 - after verification checks, CMC sends agreement form
Day 4 - Reply to CMC with agreement and provide URL of application tweet, and official team contact email
Day 5 - CMC sends invoice with payment details
Day 5 - Submit $5k payment from clean wallet (BTC, ETH, USDT, USDC are acceptable)
Day 5 - After payment submit, email CMC with TXID to show proof of payment
Day 5 - Listing happened within a few hours after payment but they say ~24-48 in their email
Day 6 - After listing is live, submit application for SRD (Self reporting dashboard). Use same official email you used for application.
Day 9 - SRD access granted.
For payment, if you guys are sending ETH, make sure its ETH on Ethereum and not ETH on Base. We had to convert (swap) our marketing funds from ETH on Base to ETH on Ethereum. Then we submitted payment directly from a fresh wallet instead of our marketing wallet.
And you guys will get hit with all kinds of offers from people claiming they can get you listed faster. Don't use any of them. They can cause big problems and you can get scammed easily. They can destroy your project before you get going. Just go through directly through CMC and you won't have any problems. CMC and CoinGecko listings should be the first things your team does after launch.
