Its not really a way out; they're gambling their way out through false method, Your chances is from nil to next to impossible but we cannot blame these people, At one time in my life, I also held on to the thought that I can do it but too many losses proves me wrong.

We can blame the government for not giving poor people decent jobs and a livable environment. if we know people who do this, we should enlighten them because its more like quicksand, they get buried with every bet.

Many of those persons it is not that they don't have much activity as such to do but that they have chosen to now want to involve in any form of activity that may stress them or require energy to make money. Anyone is free to gamble irrespective of social/financial status but having to make gambling a full time job is just unthinkable and wrong at same time. I don't think I will agree to harbour the excesses of a family member or friend who only gambles but don't want to do other things to support himself financially.

It kind of hit close home to me, to be honest, here in Venezuela we have been going through a very harsh economical situation and I recall pretty well back in 2016 and 2017 there was a blossom within the gambling and betting industry all around the country, because there were people who were literally surviving thank to their good luck and some chance. Specifically people liked to play a casino online game called "Animal roulette".
I would be foolish of anyone of us to judge someone for gambling when we ourselves are gamblers and enjoy to do it from time to time, by the way, it is just about social stigma and how society in a whole level sees people who like to gamble and how sees those who rather to save money or have the possibilities to do so.

What attracts people is the possibility of making a large profit with a small investment in a very short period of time. But actually, only a few people succeed in that, a huge majority of people just face losses... and the wins they make can't cover all of them.

No, it's not. Gambling shouldn't be adopted by the poors, but by the riches who can afford to lose big sums of money without compromising their finances. Hobby isn't a job or source of income. It's a hobby for people who already have a stable income. Education on this matter is very important, so people don't believe in such nonsenses. Gambling has been becoming a pandemic for the poors, because they weren't educated on how gambling works and on what they should expect from it.

Gambling industry in third world countries should be encouraged only to boost tourism, instead of encouraging its poor citizens to waste money they can't lose due to false promises of easy money and life changing without any efforts.
