This is exactly what I said to one of my family members recently because we had some discussion about the gambling activities he is doing because I believe he is struggling financially and he said to me "When you are struggling. This is the only way you will make enough money easily"

When the government can eduacte their citizen about the danger of gambling, that will gives understanding to their citizens that they don't have to rely on gambling to make money. But some people will not thinks like that and still depends on gambling to make money. But for many people that are on the edge of poverty, their gambling habit can actually keep them in substantial poverty. So it's something that is causing a lot of people to remain poor. So in the long term it would be ideal to implement some sort of income based limits on the gambling platforms that are most prevalent. The UK is already implementing such system and it's helping quite a few people. Of course those more familiar with online systems would find loopholes and play with VPN, crypto, unlicensed casinos or Curacau ones etc.

So I agree with the OP but the proposed solutions are quite restrictive and only help people who have only knowledged to access proper licensed platforms. If someone wants to ruin their wealth otherwise, they'll always be other ways.

They are not well educated or they are just really gamblers from the start.
