If the government is not financially capable and there is a shortage of resources in the country, it is not easy to create employment. Providing jobs to this large group of educated people will require a huge amount of money. If the government does not have the necessary funds and work arrangements, they will not be able to create jobs. If you are hoping for a government job, it will be a wrong decision. Make yourself skilled and increase the scope of knowledge without acquiring any limited knowledge and continue to try to create employment with your skills.

You are right but things have changed now which I don't know maybe we need to blame over population or the government for this reason why so many people including those that went to the university to get degree are not getting jobs like the way it was then many years ago.

If only it was as easy as it sounds. But the truth is, finding a job these days is much harder than it was in the past. The AI boom, increasing inflation, and declining population, has tightened the labor market. Online or remote jobs are even worse, as many job listings are scams. Trust me, I know. I had friends who graduated from the University, only to find themselves out of a job because what they've studied for (their career) is already saturated on the market.

In this 21st century, people should think more of self employment, rather than how to get a white collar job because it can be lost at any time.

I feel the reason why people don't reflect on themselves especially after getting sacked, is because they are consistently chasing after money. You can't blame them. We all know how tough it is to survive and even live on salaries especially in some countries where the inflation rate is just too high. To face such condition, i think  we need preparation for the risk of job loss. Losing job not always mean we failed because every employee has career risk, we need to improve our risk management skill and knowledge, at least when we loose our job we are not too stressfull. Matter of fact we can not control company decision but what we can do are controlling our financial preparedness and capabilities. We can start from do not rely on single income which mean do not let your boss determine your financial future, so we must build our financial resilience. We must strive to level up or add skills and diplomas, especially when we are young. Time will come when we'll have no luxury of doing that because we will have our own responsibilities, like having a family of our own, so the time to think of our future is when we are single and we have less responsibility.
