That's not 100% correct. In the country where I live, you can buy so-called disposable SIM cards in almost every supermarket. These are not registered to a specific name and are simply topped up with credit, which you can then use to make calls or send messages, for example. However, online services are not possible with such cards.

There are occasional discussions about discontinuing the sale of these SIM cards, but nothing has happened in this direction yet.
