Whenever there are changes to the TOS, all casinos must inform them , whether because the government requires it or because the casinos themselves Require it It's their duty to do so, not to be dependent on the TOS.

I believe that those casinos that make these changes without informing their users are playing dirty, and that's not their duty. Lets make it simple than complicated as what people usually worrying about.
First, as long as the casino allow player to use VPN then we dont need to worry about it as long as we dont use VPN to bypass countries restriction.

To be honest, even if a casino is considered VPN friendly, I don't feel like using one. I get it, people use it sometimes for privacy reasons or to get past their isp or some other restrictions within the country. But I don't wanna accidentally go over a place that I am not supposed to be. This is the downside with most of the free vpns. It shows one location but you are actually somewhere else. I have noticed this a couple of times actually. Say for example, u connected to US but the ip address is from some neighbouring countries. So I try not to accidentally trigger any security measures imposed by the casino or just as u said, give them any excuse to confiscate the funds. i'm pretty sure you are actually breaking the casino terms doing that even if they are VPN friendly.

if a provider isn't available in your country, it's either a misconfiguration from the casino or thier slots provider, or you are not allowed to play those slots from your country for whatever reason.
you might not have a problem now, but if you hit a big max win and a check gets triggered by the provider/casino, you can imagine how that could end for you.

you have a point there, but some casinos have a restricted list specifically for slots providers + the general restricted countries list. your country might not be on the general list but could be on a specific provider list.
and even if the casino is VPN friendly, you still can't use it to circumvent that restriction, if it didn't matter, they would not have it in the first place.
