The suggestion that @Popkon6 is making is some how not on point, because a casino that has not violated any rules can not just be sued without any course, if the casinos was asked not to open near a school environment and they violated the rules, that's only when a legal action can be taken on them but if there's no such thing, then you can't sue them.
