According to an announcement by Thailand’s Ministry of Finance, Thailand will exempt capital gains tax on cryptocurrency trading for a period of five years, from January 1, 2025 to December 31, 2029.

This is a smart move; they are forcing people to move toward regulated exchanges because if you, as a Thai, are not trading on a regulated exchange in Thailand, then you are not going to be exempt from the tax, and you still have to pay it. But if you are trading in a regulated exchange, then there will be no tax, which is still a good offer. I would not care much but will move my funds to the regulated ones.

They are trying to move their citizens from offshore exchanges to their own exchanges; they are using this incentive to push trading activity toward their local providers, and what if after 2029 they remove this, and those people will be stuck because they now are being tracked and can't do much?

This is bad news to those who live in Brazil; however, is the delay applied to next year? Or did it start today?

Based on trending news, it seems it will take effect in Jan. 1, 2027; it's still far. It seems this is their way to prevent fraud. I've read an article that says only users who transfer $10k will be affected by the 24-hour delay.

So I guess it does not apply today yet.

The rule, which takes effect next year, applies to transfers ​over $10,000 sent to foreign ​virtual-asset firms or to self-custody wallets.
The threshold ‌can ⁠be measured per transaction or by a customer's total transfers in a single day.
The central ​bank ​said the ⁠delay could also apply to other transactions ​that require closer scrutiny ​under ⁠risk-management policies.
It added that the measure is not an asset ⁠freeze ​and does not permanently ​block transfers.

It is not that bad, as the limit is $10,000 per day or $300,000 per month for each platform or wallet withdrawal, which is sufficient for most traditional traders, and I believe that the user can open an account in several trading platforms and thus increase this limit to a larger amount.
