It is not that bad, as the limit is $10,000 per day or $300,000 per month for each platform or wallet withdrawal, which is sufficient for most traditional traders, and I believe that the user can open an account in several trading platforms and thus increase this limit to a larger amount.
The problem is it starts with a "good" limit like this and soon they limit to $1000 per day because they want more control. In Brazil we have a lot of capital control like the IOF tax to prevent people selling the brazilian real money to usd and euros
$10k per day can be ok most of the time, but what if you need to send a lot of money to escape a sudden dictatorship? I know it's an extreme situation but this is where freedom is appreciated.

This is bad news to those who live in Brazil; however, is the delay applied to next year? Or did it start today?
Based on trending news, it seems it will take effect in Jan. 1, 2027; it's still far. It seems this is their way to prevent fraud. I've read an article that says only users who transfer $10k will be affected by the 24-hour delay.
Only after January 1st 2027 and it can be changed if the next president is not Lula
