Usually yes, but not all people think in the same way. Unfortunately, some streamers or YouTubers will promote anything no matter what, just for the sake of money. A reputable influencer who respects himself and his fans will do some research to ensure that the products or service they're advertising is legit, but a decent amount doesn't work that way. The streamer in this case might have known it himself that the casino wasn't licensed, but he might have been receiving a commission from the people signed up under him.

Well, the platform that the influencer isn't licensed so it's quite natural that the authorities will be imposing some penalties to him, and that also applies to anywhere in the world.

In our country, I don't know if all of the gambling websites the influencers are being promoted are licensed as well because the government doesn't do anything to stop these. I get it if it's licensed because as much as I want to see those poor people to stop gambling, the government gets a revenue still with these licensed platforms through their taxes which helps the country... or only the government. It's good that our government is doing something to prevent other people from getting addicted though.

Now back to the topic, it's a must that these influencers must check first if the website that they're promoting has license to operate in their countries or else, it's prohibited. If I'm an influencer, I'm not promoting it. I mean imagine the amount of lives that might be destroyed just because I promoted a gambling website.

I have seen something like this on Instagram. A person from a country where gambling is illegal advertises his casino to attract customers. As a result, he is saddled with a lawsuit and a prison sentence. Don’t just guess, you need to verify whether they’re licensed or not.

This is your channel, and you’re the one at risk here. You could even be held legally liable if you promote something illegal.

There are actually a lot of well-known casinos out there that turn out to have no license. And sure, the payment they offer can be very tempting, but at the end of the day, the legal issue will always come back to whether or not they’re properly licensed.

And to answer the question, I would say that it depends on the country where the influencer lives, like If I myself was an influencer and live here in my country, I don't mind accepting marketing offers from unregistered casinos because the government of this country careless about things like this, so long as the casino is not a scam, they can be marketed.

If it won't get him in trouble why not. Its a big opportunity to receive a huge pay from a casino that is trying also to get more users from the citizen. However if the government of the country will suddenly looks into these unregulated online casinos then, he might just be called out to explain.
