Neg trust wouldn't really matter since you're not on the trust list. As long as the account isn't used for scamming or anything malicious I don't think it should be negbombed, but you're free to do so.

It's only natural that it'll happen, especially since the new signature rules came into effect and now higher member status accounts are much more valuable.

Yes, it is allowed simply the mods and admins cannot enforce this rule and spend their days searching for shill/bought accounts...
They rely on the members of bitcointalk to help, and they are pretty damn good at it.

Buying acounts is frowned upon because pretty much all the purposes for buying an account is scam, scam, and more scam.
