That's more or less it. Furthermore, companies need employees who are competent in their fields, which will help the company grow. However, what happens in my country, especially, is that those in key positions are sometimes incompetent, and there are actually many better people in those positions.
I once worked in a company, and frankly, the boss relied heavily on his subordinates. He held that position only because he was related to a high-ranking official.
Furthermore, competition for jobs is now fierce, so if human resources aren't healthy, they won't be able to compete with those who are better prepared.
Well I understand what you mean and with a boss who is very dependent on his subordinates I think it is a natural thing, maybe almost every company is like that.

In my country the number of unemployed people last year reached 7.46 million people that's what I found after I looked it up. This unemployment is a problem that is difficult to overcome, and I think it is impossible to eliminate unemployment, especially if the performance of leaders is still not wise.

No, I don't think you understand what I'm saying. I wouldn't have said that if he were doing something perfectly normal, like discussing and listening to suggestions from his subordinates.

But what's happening is more than that. You could say he's taking a paycheck for nothing while his subordinates are the ones working hard, whom he constantly pressures. Again, he's in that position because he's a relative of a top company official, so I suspect he lacks the necessary skills and relies on his subordinates. Or perhaps he does have the skills, but he simply wants to pressure them.
