I think on one hand a manager would want sufficient proof of connection, and I know they don't always see things like I see them.
Well then, organize a discussion and let's try to do something. Obviously this should be initiated by senior hunters, preferably those who are also in Default Trust. My practical view is that any reasonable attempt is going deliver better outcomes. No measure or proposal needs to be perfect, benefits will accumulate.
I encountered some users with a feedback that said spammer blacklist or something. That would be another alternative. Users such as the ones that are presented here, but also those that just write complete shitposts, could be added to such an organized list. As long as there is support by managers this would work well, even with neutrals.
Campaign managers don't have the time to investigate the past of everyone they accept, I understand this, but if your campaign endorses dishonest behavior by continuing to employ accounts that belong to cheaters or were stolen, I don't think its an overall good for the forum, and these managers don't have Bitcointalk's interest at heart.
