Here's the thing. Gambling is supposed to be fun, but the gamblers don't want losing money and that's where the problem is. Since they don't want to lose money, they'll take it seriously and if they lose their money, they'll find ways to recover their losses and that's where the cycle kicks in and at some point, they'll get addicted into gambling as well.
