I believe someone is an addict of they lose money to the casino then their gambling budget, and if they do it consistently.

You are right, people sometimes misunderstood what is really addiction and losing money, losing is normal in gambling and it is something that is waiting for anyone who has signed up to gamble but addiction is when someone has mastered the act of gambling almost all the time even when they are making loss they won't stop but continue gambling that is making it a habit or normal routine and it is an act someone should not indulge in because of the consequences.
