I'm sure so, and it seems it can also be removed from the blacklist if there is a good reason.
Removed. blockchain.com was in the past identified as a phishing site, but I guess that the real company got their hands on it at some point.
Maybe that one is a bit harsh nowadays.

I'll remove it. There used to be a spam/scam site with "bitcointalks" in the URL, but I think it's gone now.
This doesn't seem to be the case when you look at the gambling board or altcoins boards among other boards. Newbies are posting uncensored links.
That means the link is not blacklisted yet; or based on the effects of rank limitations, the filter accuracy is reduced meaning for certain boards. cmiiw
