I am assuming this includes gamblers bypassing geo restrictions, too? Also, what if the gambler who is not from a restricted country but used an IP via VPN that is from a restricted country?

Since you announced that Willdead have the right to ask for KYC before withdrawal, this policy often causes chaos between a casinos and players where they'll be denied of their winning by giving them allegations of regional restrictions where player will have to forfeit their hard earning.
