I believe western democracies are less interested on the root of the problem and more into the harsh punishments which which make other possible offenders to reconsider their actions or thoughts.
Getting into the root of the problem is more costly for the state than just executing punishments, it requires years of research and scientific analysis and implementation of theories which deal with the psyque.

There are already laws that are in place that punish those who sexually harass children or rape children and the punishment is a very good punishment for them because sexually harassing children or raping them is very evil and those who are find guilty in such act should never be allowed to go free.

I think your assumption that the perpetrator did that because he had no adult partner or had no alternatives is wrong. Sex education is certainly necessary and mandatory for children. But in my opinion, the government also needs to implement stricter regulation. There should be harsher penalties for child abuse to increase deterrence and better protect children

i totally agree with you on this, child sexual abuse is a human act and this old folks that goes about abusing the younger kids sexually knows what they are doing, they cant control their sexual urge and once they cant get a mature opposite sex to get intimate with they go to this younger ones simply because they can twist their brains and convince them to do it and if they refuse they will force them because they are more powerful. i think the Government should place more stricter penalty for this act probably death sentence for anyone found guilty of this act and also parents should be careful with the type of people especially adults they allow to play or come closer to their children.

The rich, especially politicians are protected people and they go about using Children to their satisfaction and the law never catches up with them, since they are protected by the same law that should indict them. Sexual abuse is not without cause. As parents ensure your female children are dressed in a decent way, and also ensure you monitor and control the type of friends that your female children associate with.
Don't give out your female children as house maid or people that are irresponsible, they will give out your daughter to men and abuse them sexually. When you have female children, ensure you provide their needs, and teach them the implications of following men around.
In addition to this, the community where we find ourselves can also help, there are places where the communities will give law against sexual harassment and who ever is caught will be health with meticulously.

I believe you must have misunderstood what he was trying to say. Poverty as a reason for child abuse isn't from the side of the abusers but from the side of the victim. If not poverty, what else would make any reasonable parent send out their underaged children to go selling stuffs on the street alone? Poverty can contribute greatly to abuse, because a child is sent out by their parents or guardian alone and vulnerable, how exactly would they not be taken advantage of when the opportunity comes.
