I am referring to the plastic wrapper on the white dough I see on many pictures, like for example #10 and #21, while other like the ones I voted do not have this plastic film on the food.

Alright.. I finally saw what you are referring too on number #10 and #21, and it's true some are plastic and others are ceramics, and the reason why most of the dishes are been placed on the plastic/ceramics tray pans is for mobility
(i.e to enable the waiter to be able to carry the entire dishes at once from one place to another).. And here in Africa, we have different forms of tray pans, we have the aluminum tray pans, ceramics tray pans, rubber tray pans and plastic tray pans. And if you can check the image which I got from Google below, you will be able to see a lady carrying a black ceramic tray pan with snacks and drink on it below 👇

He is talking about the lylon wrapper, what we call waterproof in Nigeria.
In case you don't know, it is unhygienic to use such wrapper to wrap food as it can be unhealthy. The are made from polytene, it is a light weight of plastic, with heat from the food, it will melt and drop substances on the food that can be harmful to the health.
