As a smart investors and experience investors the perfect time and appropriate time to accumulate any cryptocurrency, I mean any pairs at all is during the dips which is the bearish trend and to be honest and fair no expert or experience holders will advise you to accumulate during bullish market because it is very risky and that not how investing works. Although bitcoin is different from other coins and whenever people think about bitcoin it usually brings a sense of positivity, it is never really too late to invest in bitcoin and keep it for building a personal portfolio. Is not too late to invest in BTC wen u have money, because u can visit d market at anytime to buy as u want. If u don't have money to buy BTC at dis current price, that is wen u go hear some people say is too late to buy BTC, because dey no say dey don't have that money to buy BTC and hodl for long years, but u can pause for a while to get d money before u can invest in BTC to build on BTC in d bear which is what will make u to benefit from BTC investment. Not that u cannot make profit from short hodling but d profit will not be big like u hodl for like 5 years.

I guess this is d best time to take such decision, because d price has fallen to some stage that will make people to hodl pretty of BTC to stand in a good opportunity to make what dey have never make from their investment.

 The last ATH was around 126k correct me if I'm wrong and Bitcoin is currently hovering around 60k which is about half of the last ATH so anyone starting now is still very early and lucky to witness the price of Bitcoin this cheaper, it would make lots of sense for such person to buy now than to be procrastinating until the market recovers before buying out of FOMO.
