I was once a newbie and I am not sure about what OP is saying because those who send PM are not high rank members, because they won't want to risk it, if they get exposed by the newbie they can get a red tag.

Most of them times it's always a new account sending PM or the Max of a member rank, the few times I've got PM from hero member or full member was about something good, a notification or an advice, no scam attempts.

I'm not going to rule out that old members can also scam people but the chance is slim because of their ranks on the forum, but still it's better to expose anyone that PM you or send you some suspicious link.

For old members to PM newbies for business in this forum, the members is automatically a scammer and need to be careful with, there is no business ideas is allowed to discussion privately by old members, assuming you are confused as a newbie and there is need to ask questions to be clarify, the forum is open for you to ask your questions and it will be answered in so many ways by different individuals here in this forum.all newbies should discard from any illegal business to avoid being scam.

Most high rank members accounts have been hacked,so the hacker would probably find delight in using such account to send suspicious messages/link to newbies that would be at a high chance of falling victim.When I joined this forum newly,a hero member account sent me a PM concerning their project and when I read the message at first I had all cause to believe them because of the rank,but I resisted it because of the negative feedback on their profile.That’s why it’s crucial to check the profile of any user that sent you a PM,always confirm if their profile aren’t full of negative feedback and then consult the opinion of other reputable members.

The forum account is a confirmed account seller and already tagged but expect newbies might not be aware about the trust system and accept the offer. Note that some old members with red tags have also some green tags that might give him some kind of credibility.

The only way to fight those scammers is to never hesitate to report to mods. Unfortunetly most of newbie accounts have no clue about this feature in their profiles.

This issue of old members sending a message to newbies for wrong business deals has been happening in the forum that was the main reason I created This thread in this board so newbies will be aware of what is happening in the forum, the link thread you posted is an evidence that old members usually PM newbies for wrong business, the account that PM the newbie is already an account known for such in the forum, some newbies will fall for all this guys because they are new in the forum and won’t understand some things that is actually going on in the forum.
You are right the only way is for newbies to report any PM they find suspicious to Mod, and you are still right most newbies don’t know how to report to mod too well I think I will create a thread about that so I can teach those that don’t know.

It doesn't have to necessarily be old members anyone scam accounts can pm any rank and try to scam the user, the difference in this is that the particular person they want to scam will actually give heed or pay attention to the particular user that is trying to scam them, sometimes it's very easy to identify such account as their reputation and trust will show that such users is not supposed to be trusted because there would have been a case of which one or two might have reported the account.
