I was having this problem when I was opening an account. What is the reason for this?

It's pretty straightforward there if you clicked that "How to enable posting" tbh. It's a different account and I think you need to embrace this new one so you don't have to pay for anything. It's called a proxyban.

The IP has previously been associated with 'evil' which is very common almost expected with VPNs or Tor connections. For a slightly crap metaphor, when you have a new car its clean. if you drive around in it or the person who owned it before you drove around in it, it will get dirtier and have wear and tear. Its simple with the IP. The IP has previously been known to Bitcointalk and has been used for acts which deemed bad enough to give an evil score.

Could be anything from users being previously banned on that IP, mass account creation etc. As far as I know we don't know every single reason why a IP address might gather evil points, but just know if IP is provided by a service like a VPN then its very likely to have some sort of evil to it.

You might get lucky with smaller providers or with a dedicated IP VPN.

I apologize for butting in here to create another question instead of trying to help resolve the question of OP, but I would like to ask...
Is this restriction exclusively associated with newer account, or can even an older account be banned for using a black-listed IP address?

I ask because sometimes I use some free VPN services, and this makes me quite apprehensive about certain prohibitions or consequences.
I usually disable VPN when I visit bitcointalk, but sometimes I am a little "careless" about it.

When someone is banned, their IP and some of their neighboring IPs receive evil points. Here I've created a map of the IPv4 Internet according to evil points. Currently, IPv6 is mapped into the 240.0.0/4 range, which is the large square taking up the top-right sixteenth of the chart. (I'm not sure yet whether IPv6 is actually disproportionately evil, or if I'm just cramming too many people into that address-space. Probably the latter is at least something of a factor, since 9% of traffic is IPv6 but 6% of this address-space is IPv6.)

What you mean by someone's IP being reported for evil. I don't think it works that way, no one reports any IP, they accumulate the scores themselves.
As explained by Welsh by his illustration of owning a car previously owned by another person. The Op might be paying for an evil he did not commit.
For instance, Nigerians use a kind of shared IP. I haven't scammed anyone, I haven't been banned and I don't think I should have an evil IP, but while registering, I encountered an evil fee and a few accounts I have introduced to the forum all had the evil fee.

But I'm curious, OP managed to register a second account, maybe he did that with a VPN or Tor.

I'm not a staff but I don't think this affects the existing accounts. It's strictly associated with newer accounts created from blacklisted IP. If it affects both existing accounts, a lot of users here will definitely not be here unless they stick to using VPN when visiting the forum. People use VPN to bypass the IP ban, create account and then disable the VPN and start using the forum normally from the same blacklisted IP without any problem. This shows it only affects the new created account and not the existing accounts.

Carelessness has no little  What you call little careless might cause you unforgettable experience (God forbid). The fact that they are free VPN should make you worried and I advise you change your password after every little careless. You can ignore if you have no sensitive data saved on your phone, some VPN providers steal users data.

I don’t have experience about any of this, and I have never come across this situation where I’m restricted from making a post, but I can remember I have come across someone have the same experience here in this platform, and I think it is as because of bad signal or I can say it was because of bad network, when he got he got his signal fixed then it was sorted.

I also know someone that had that issues and it was discovered that it was marked as evil because of a discombobulated IP address, which I think it’s one of the reasons and you will then require a VPN connection if your country location isn’t allowed to create and account.

It's evil fee that needs to be paid for posting or OP can send whitelisting request to LoyceV or two other users as I know are ready to do whitelisting too.

Are you really expecting him to answer you, I really don’t think this question is necessary or do you want to know so you can create one for yourself , I think he used a VPN to create this new account because if your IP address has been corrupted no matter the number of account you create it will be ban, so he actually used a VPN or he used another phone that is why he was able to create the account.
IP address being corrupted really don’t mean that the person was part of this forum before and banned. It could be corrupted for other reasons.
