I just noticed that when I click on my merit sending section there's now an option
Is it a New update or has been existing
And if it has been existing, how come I'm just finding out?

Yeah it's normal. They are just cached values on your browser I don't think there's currently an extension with this exact stuff. That display actually differs across devices and browsers too for some it could be just above the key board if you are making use of mobile.

It's like a history of your frequent sent merit numbers. If you don't want to see it no more you can just clear you browser cache on some browsers you can clear for a single site too.

This is true, I'm currently using a mobile phone and mine is basically ontop of my keyboard in a line so there is no way it's a new bitcointalk system update but rather just a cache values from the different times I've sent merit out saved in my browser.
It's arranged in the other of the amount of merit I send more being first and where I've only ever sent once then the first one I sent appears first.

OgNasty you are very funny, I laughed so hard immediately I saw your post and I believe when the OP sees this post his going to laugh too.
I believe this issue is from his phone browser because I just checked mine now and is not like that, mine is just normal as usual and others has also testified the same thing so it means the issue is from his phone browser, he should use another browser and everything will be solved, but if that don’t solve the issue his having then definitely he needs to see a doctor .

I guess 3 not there means I don't normally give 3 merits.

I guess, that will from your Internet signal or from the browser you're using, I just checked mine, such options weren't given to me, And i notice that this community doesn't change policy or introduce forum new updates often...

I just checked and I don't personally have it. You sure that's not your browser autofilling it with previously typed values? Although in that case, you should have the "X" button on every row to remove them.

Well if you're just finding out now it means you've not used this feature in a while because when asending merits those numbers appear. Maybe it's because of my browser or I've not taken much notice but it has been there for as long as I can remember.

I don't think it's about when last OP used the merit feature for them not to have noticed that. I think it's from their browser or maybe it's selective for some users to find that change. I just checked mine now. It appeared as normal as of old pattern with the default being zero and nothing else appearing when I tried to input a number.

Well, I would've said it could be another April Fool prank that just got leaked but then I remembered that theymos wouldn't play a prank most active users wouldn't notice. What's the essence of a prank if it's not felt? How many people merit posts daily? If a prank is built around that, a whole lot won't notice it.
