To an extent we just have to realise and come to the terms that scammers are getting wiser and wiser by the day. Just when you think that you've completely protected yourself then they show that they have the means of outsmarting you.

Another thing is that people are generally lazy when it comes to implementation of the things they already know about security. People hear about scams and think they'd never fall for them, and really 99.9999% of the time they may not-- but the scammers try over and over again and everyone has bad moments: moments when they're sick, when they're intoxicated, half awake, under-fed, in a hurry, late for work... even if you're rarely vulnerable the scammer needs you to only be vulnerable once.  That time you left your car keys in the fridge?  if you'd been on the phone with a scammer in that distracted moment instead of putting away the groceries perhaps you would have clicked a button to give them access to your email instead of just losing the car keys.

Because of this the best security approaches are to keep scammers from getting access to your personal information at all-- they can't rob what they can't contact.  But with the scammers infiltrating legitimate business or even impersonating (or god forbid becoming) law enforcement to get access to private data, the only way to reduce their access is to reduce everyone's access.  Beyond reducing the scammers assets to you the next thing you can do is reduce your own access to whatever the scammers want because you need to protect against yourself, but this has to come with a commitment to not let those self imposed barriers put you in a hurry because scammers will exploit it if they can make you hurry.

I do agree that greed plays a major role in why people get scammed, but some do lack proper knowledge of applications of risk management skills and we know also that these scams can occur via different ways because scammers also evolve in their theatrics and come in various manners just to get exactly what they want.

Most especially coming from Africa where you believe that there is charms and most scammers using such power to manipulate the minds of their victims, this is why one is advised not to interact with strangers most especially those around public areas.
