Its common practices of some casino which operates a signature campaign, since many are got scared about those past delays happen. Maybe its time for them to show how serious they are in terms of protecting their reputation.

They can somehow make it by putting those campaign funds on escrow, if they do that they can eliminate any doubts if they are going to pay or not.

Escrow has been the standard for smooth flow of a campaign, but am certain our campaign managers through experience can tell if a project is liquid ready to invest heavily into the marketing side of the business, or choose to grow the brand slowly as they go.. and unfortunately not all companies might have the budget or might simply have trust issues to just drop a couple of thousands of dollars to a random person they have never heard about.. but with time when the establish trust things easily fall in place, am certain they will have no trouble going through this route when they understand the BCT forum.. for now let them work with what's there but encourage them to avoid disruptions, otherwise they all need to start from somewhere..
