I was visiting a thread while not logged in and noticed the

"Warning: One or more bitcointalk.org users have reported that they strongly believe that the creator of this topic is a scammer."

label at the top of the thread. When I clicked on the OP name to see the flag, I realized they have zero flags. They do have a couple of red trusts, but no flag... What would make the warning appear on this user's threads?

That’s protection for users with less experience (Guest and newbies), so they know how to deal with the anyone who has a red trust.

The question is, there's no previous or active flag on the user where that thread flag warning shows. It's confusing if the user has only has red flags, i guess this is the main concern of OP posting this, if i'm not mistaken.

If that message had been displayed due to the DT negative trust, it would have been shown for this topic too.

- Newbie warning flags: This is given based on evidence suggested by others about a users untrustworthiness i.e actions not directly connected to you.

It is displayed above the user's topics and is only visible to newbies guests and members with less than 7 days log in time. While other users only see '#' beside the user's trust score.
Let's consider this user, The-One-Above-All. The account got has a newbie warming flag displayed above his/her profile


Sir @nutildah,since you viewed the thread without logging in, that is, as a guest, I think that was the reason.

@nutildah, what Tryninja said is correct. The banner appears because the account has negative feedback that was created by a DT member before the trust flags were introduced. Theymos intentionally did this so warnings could be shown to guests even for users who received feedback from the past since no one was going to go back to thousands of past cases to create a flag for each scam accusation.

This is how the banner appears


After the introduction of the trust flag system, new negative feedback from DT members would not show the banner by default since members would have to create Trust flags
This is how a type 1 trust flag banner appears.


So the default banner for negative feedback by a DT member from the past looks like that of type 2 and type 3 flags to a guest user.

This is exactly what came to my mind too after reading nutildah's question, but that doesn't seem to be true.
If that message had been displayed due to the DT negative trust, it would have been shown for this topic too.
Because that feedback from the DT member was after the implementation of the trust flag system.

Your reply is very good, detailed and answer the question while some users did not check and they just posted links to Trust, flag guides.

It's like a flat glitch as same as how we have avatar glitch for grandfather newbies like sometimes we see them with very old newbie accounts and likely hacked ones or animated avatar glitch on forum members who worn such animated avatars (like Vod, yahoo) before a change from theymos years ago.

OK, APNGs are now detected. Old ones are grandfathered for now, in part because people have ongoing campaigns, but in the future I might (or might not) go through and remove them.

It's like a flat glitch
It's not a flat glitch; the new system does retain such flag banners from the pre-trust flag system.
Some changes:
 - If the number of pre-flags-system negative trust ratings is greater than the number of all positive trust ratings, a warning banner is shown for guests & low-login-time newbies.
 - I added "These warning banners will disappear when you have 7 days of login time. You should familiarize yourself with the trust system before then." to the newbie warning banner.

To remove the warning from your display, you must have a total time logged in for at least one week as a new member or guest.
