Poverty been systematic design by the government isn't a good idea

Its not usually an actual deliberate policy, its indirect its a mistake that somehow the government benefits from weakening the country and making some especially dependant on it for support.

Let's say poverty is orchestrated by men who are in power positions. How do they do this? Through populism (panem et circenses).

However, populism isn't enforced to anyone. It's a manipulative strategy to control the masses, but the masses decide being part of it after all.

Free will plays a big role here. So, poverty isn't only orchestrated by men. It's willingly embraced by the poor class. If people in general just gave a big no to the media, political class and all of their agents, it would be possible to overcome poverty and pursue better life conditions for society as a whole.

Manipulation at political level is contributing to poverty. When leaders use populism, people become focused on small term benefit instead of looking for  deeper causes of economic hardships. Having freewill is ok but it does not provide equal opportunities for everyone or same resources to make better choices.

People who are born into poor families have to go through poor education system, they have limited employment opportunities and their healthcare is not good. They have to face difficult economic conditions from start of their life. Even if that type of person rejects political propaganda, still skipping poverty is very difficult for him. Individuals have responsibility to make their circumstances better whenever possible but personal responsibility should not be used to ignore the problems in system. For poverty to be overcome, it requires both sides to work, people need to make good and wise decisions and demand better leadership, and government should create opportunities for them.

Come to think of it people who end up becoming rich has the poorest story background probably not all but majority of the great men we have started from the bottom even the government we all blame today are individuals who worked their way out to success and greatness

Everything you said is true but not entirely true either. Indeed, mindset and hard work are the main determining factors for people to get out of poverty. Like you said out there many successful people started from scratch because they took advantage of technological development opportunities like today, combined with hard work. But this is only a part of it, so on a national scale it can be said that this is a failure of the system because it is the responsibility of the country's leadership to help its people get out of poverty.

When a bad government doesn’t completely shut down someone’s desire to succeed as long as they can stay consistent, disciplined, and think long-term to achieve success. However, if in a country there is still widespread poverty, the government should be blamed and we should also suspect that maybe they are deliberately keeping their people poor. A little truth in what you said, what the Government do is to make sure the economy look very bad by inflicting more poverty to the country so the people will continue to be submissive in what ever they do or say. In th other hand the reason why some people still remain poor is cause by them, most men are lazy to work, if the Government can't provide any job opportunities there are other things to do to earn a living, people still go into agriculture so to have food products that they can sell out. I believe that, in my country the politicians use this people as means for them to get what they want, A lot of young people are now used as tools just because of money. The system uses poverty as a tool to get their gains from others and not thinking about the damages of what they are doing. The fastest way for a nation to face economic destruction is through war and internal fighting but what keeps a country in extreme poverty during peace times is bad governance. Take the instance of so many peaceful nations that still swim in poverty all because their leaders are terrible in managing the country's resources and are very corrupt. Hunger is a good tool in the hands of politicians to hold the citizens to ransom. They do it daily but most blind citizens fail to understand that this is a purely calculated financial attack on the masses in order to gain their loyalty. Poverty was notably used during the Nigerian Biafran war of the 60s when Obafemi Awolowo suggested the concept of Economic strangulation of the south east, cutting off all food supplies during the 1967-1970 Biafran war. This Starvation weapon led to the greater percentage of death recorded during the Biafran war in the south eastern Nigeria. After the war, he strategically created a systemic poverty in the south eastern Nigeria by his £20 financial limit for this region in order to cripple the economic strength of the people to avoid any other person from rising against the government.

In the past, poverty was seen due to natural disasters such as floods, droughts, epidemics or any other natural causes, but only natural disasters do not bring poverty. There are many examples where various government policies and various initiatives were one of the reasons for poverty. The disparity that has been created in the land and credit system due to political power is also a big example of poverty. That is why there is always no chance of avoiding poverty as natural. If the society makes the right rules and distributes it evenly among everyone, then poverty can be eradicated to a large extent.

Today, the government credit system creates an opportunity for those who are well-off in society to take loans at low interest rates, whereas if the poor could be given loans at low interest rates, they would benefit. Their personal development would be possible. But it is sad that those people who do not get any loan facilities from government and if they get that have to pay high interest rates, which is why they cannot change their financial situation.

The governments of many countries today do not want the common people of their country to come out of poverty, to understand their own good and bad. If a large part of the total population of the country lives in poverty, then the people of that country will follow the path shown by the government for leading their life. The governments will also be able to increase their stability.
