I don't see what your friend did as an act of smartness. If he was smart, he would have known that carrying his hardware wallet around was a big risk, especially since he had no urgent need to transact. That was his first mistake, and if anything had happened to his coins, he should hold himself responsible.

That's true, storing in a hardware wallet should mean that he's holding for long-term not just the 4 years cycle but something beyond that like 10 years or more so there's no point carrying a hardware wallet when he's going to visit a relative in same city if am not mistaken, that's the first mistake he made.
 Secondly, he was able to unlock it for the authorities, which means there's a possibility that he saved it online or somewhere in his phone, that's another error if he saved it online. Let's say he was smart enough to take note of the camera and wonder if they had copied his seed phrase with it, he shouldn't have transferred it to Trustwallet but Electrum.

Carry hardware wallet when hang around is clearly the mistake because in my opinion hardware wallet should be store into the safe place which allows other people not to know about it especially your cousin live at the country with high level of insecurity.
Living in the country like this usually has a high crime rate which can threaten your safety for everytime and carrying the valuable stuffs in the public place is risky because potentially you can lost it.

OP it's obvious that you don't know much about hardware wallet.

Did you ask your cousin for the hardware wallet? Because you can only view recovery seed under settings of a hot wallet, you can't do the same with a hardware wallet.

Assuming the cops truly collect your hardware wallet, they can only look into it without revealing anything than your wallet address, there is no recovery seed viewable on the device anymore.

The first time you opened that wallet is when your recovery seed will be shown to you and you need to verify, once you have verified it's over, you have your backup stored elsewhere.

So the cops got nothing, no recovery seed was lost, you can't lose what's not visible.
Now moving those bitcoins to trust wallet is not a smart move.

Exactly what I was thinking too. There's no way your seed phrase in stored in the hard wallet. Another thing why would he be moving around with his hard wallet. Not that he is traveling. I'm not sure, but I highly suspect it will be one of the African countries, especially Nigeria, as I have seen a lot about similar situations in the past where police officers force male youths to unlock their mobile phones in the middle of the road for them to run some sort of search, which is not supposed to be so, and that kind of act makes it dangerous to save valuables on your device.
