Corruption is a big problem in many countries specially in under developed countries but that is not the only reason poverty is another reason for the underdevelope countries but there are other factors that are involved in this process like political instability of these countries and how strong the institutions are their educational system and their history . it is not fair to say that they cannot change or there is nothing to change , some countries have improved over the time when different reform were presented and then people post for accountability , so change often takes time and it require both citizens and institutions come together for the betterment,  problems are real but the progress is not impossible.

The government basically always works for its own benefit. Greed and hunger for money can make humans do a lot of things, they will forget emotions or moral values or even laws, they will just do anything to anyone to either gain money or power, and the same is the case with politicians of such countries. If there are several parties, they will all be fighting against each other to have more power so that they can make more money. They fill their foreign bank accounts, but they don't stop there, because they want to plan a relieved life for their upcoming generations.

In an undeveloped country it tends to be more easier to practice these corrupt acts, because even as the country is undeveloped their security to protect the interests of the citizens is also undeveloped as well, so it makes corruption easier and they will be able to get away with what ever they have done.
To fix situations like this the leaders will have to be replaced to make sure rules and laws are enforced to stop those corrupt acts

If leaders are replaced there are still probability chances might come even though it is not certain. To me it is better to try anything that can result to change than fold my arms and draw a conclusion even when no attempt has been done. It is really terrible in underdeveloped countries, the most frustrating part is they keep taking loans from IMF and World banks without accounting for this money properly. My concern is this institutions issuing out this loans even when they know those funds aren't used for what it is meant for. Corruption can be tackled but I believe it will require a revolutionary measure.

poverty is one indication which shows that a nation is already experiencing underdevelopment and in such countries, you will also need to know that there is barely a country out there that does not have some percentage of poor people and poor communities but a country is reffered to as being underdeveloped when the poverty level is on the very high side and the standard of living of those people are below average. People are naturally at a survival point at every moment of their lives, so when you see issues related to poverty, it is mostly not because the people in those countries are lazy, but because the government has not done anything tangible to create that enabling environment where businesses can easily thrive for them.

This is on point since my country(Philippines) proves it. We have rich resources yet my country is still poor due to corruption of the government. Not only by the government but also with the colonial mentality thinking of people here due to our country being invaded by different country in the past.

Many country especially on SEA are still poor not because of lack of resources but due to poor government.

Singapore on the other hand is a very small country yet they are rich due to their good governance.
