I don't know how the bear market correlate with scams as you said but i don't think it is true, shitcoins can enter the market at anytime and disappear within a short period of time, it doesn't have to happen during the bear season.

Investors get really involved in most asset because of the existence of bear and bull in a market. if there is only bear market, it only means that the asset is on a permanent part of decline and eventually it will go extinct. if there is a bull only, it means that we are dealing with a perfect asset class that continues to grow and grow without experiencing any form of decline and that is not possible to start with.

The existence of bear tells you that bitcoin involves buys and sells and that when there is sales or other conditions that aren't favorable to bitcoin that price will drop. what makes bitcoin different from altcoins and most of the project that keeps coming up is that with bitcoin, you are dealing with temporary DIP that always follows with an eventual recovery.
