As far as I know, Cloudbet Geo-blocks users from banned countries.
Tried to verify this using a free VPN with a UK IP(London), but I can still access it, but when if I use an IP from the Netherlands(Amsterdam), it does block the website.
I have also tried with VPN and noticed that they aren't showing the geo-blocking message for some restricted countries while I'm logged out of my account. But Cloudbet is showing this error message while I'm logged in by using the UK and those restricted countries IP addresses.

@Pmalek, you might have seen a warning like that if you were logged in. Anyway, Cloudbet should have allowed OP to withdraw his funds according to the above message. But OP's issue is actually different. He has stated this in his post:

OP said 'may be true' while Cloudbet accused him of creating multiple accounts. Which means he doesn't care about the online casino's terms. So, I think it is fair for Cloudbet to confiscate his deposits based on the terms '7.1.10.3'.
